We're hearing from the friend of the latest person to be killed while struggling with a PBSO deputy.

The Palm Beach County Sheriff's Office has now confirmed that the man who was shot around 5:00 A.M. Thursday, by a deputy was Victor Arango. Rachel Landesman describes the 26 year old as a "good person", who was always willing to help you out. She says Arango was always joking around with people and called him "a big flirt". His Facebook page is full of prayers and sad messages from friends of the man. Deputies must have seen a different side of him at the 1st and 10 Sports Bar & Grill, as they were called to the scene of a fight involving several women. While there, the Sheriff's Office reports that another fight broke out, this one involving a group of men. As deputies tried to break it up, one man began to physically fight with one of the deputies. During a struggle, investigators say that man pulled a gun out, and that's when another deputy fired his weapon, striking the man, who died on the scene. It's the 4th deputy-involved shooting in recent weeks and Sheriff Ric Bradshaw has continued to defend his staff, saying they are in fear for their lives when they fire at suspects. Rachel says she was shocked when she heard that Victor pulled a gun on a deputy, since the man she knew would never do that. She also tells us that he has a little girl, around 4 years old and wants everyone to keep her in their hearts and prayers. The Sheriff's Office reports they have been called to the same bar 46 times since January of this year. Rachel says she has been there before, but was not comfortable there. She says "it's not really a place that I want to be seen around". Hear more from Rachel below.
